Who: Match Secretary

The Match Secretary can set one of three options for a division:
1. Umpire Assigned by Scheduling League (default).
2. Umpire Assigned by Hosting League (typically for traveling leagues).
3. No Umpire Assigned (typically for younger age divisions). If this option is selected, an umpire cannot be assigned to these games, either by the Umpire Coordinator or by the umpire if the Umpire Self-Assignment option is turned on.
